New Parking Arrangements

Residents have recieved Letters Regard proposal of new Parking Restrictions.

These proposal have come about from my communications over the last 3 years with local councillors, local safer Neighbourhoods police teams, Borough Parking Officials and Hounslow Masjid Mosque Management.

It has come to my attention some residents are furious about the proposals and are planning to elect a resident to represent to the council.

I have had discussions with several residents over the last year and informed them of the fact i am in regular contact with our local ward councillors regarding the parking issue.

There was a street meeting earlier this year that i attended, and explained this fact to a gorup of more than 10 residents.

Here are a few points i would like to state that have ended with the council presenting theese proposals:

  • These plans are the result of many months, even years of discussions with the council.
  • Many of you have seen me of an evening walking up and down the road, advising people they have parked illegally and taking photos as evidence.
  • Many of you have even encouraged me and said well done.
  • These discussions between myself and the council have been for the good of the residents.
  • I have had 6 meetings with all 3 of our ward councillors.
  • Ward councillors have visited our road on several occasions, on a friday lunchtime, to witness the problem for themselves - at my request.
  • I have had meeting with the Safer Neighbourhoods Police team.
  • I have had direct conversations with the head of Parking for Wandsworth & Richmond Borough

What are the new proposals?

Some residents seem confused about the proposed alterations. The drawing can be confusing.

I have made some comments on the drawing.

This is my interpretation of the proposal, broken down to make clear what will change and what will stay the same.

The Process

To put your minds at rest, there is a process involved, the council will not go ahead with any permanent changes if there are objections from the residents!

Temporary implementation

The measures will be implemented under a Temporary Traffic Management Order and come into operation in August 2025.

Advertisement

They will be made permanent through the statutory advertisement process.

Invitation for Representations

When Advertisement takes place,residents will be notified and invited to make representation.

All representations will be considered before a formal decision is made to make any restrictions permanent.

Consultation

When Advertisement takes plase, and residents are notified. I will arrange a meeting with our 3 ward councillors, that i have been working with on this, to take place on evening on the street in Wyndham Crescent.

Residents will be notified of the date and time of this meeting on this website & via the WhatsApp Group.

PLEASE NOTE: I have been advised by councillors during one of my meetings with them, that if there are objections from more than 33.33% of residents, the changes will not go ahead.

YOUR CONCERNS, OBJECTIONS, COMPLAINTS WILL BE LISTENED TO, CONSIDERED AND ACTED UPON.

Submit Representations

During our meeting with local councillors, after listening to residents, concerns & suggestions, they will advise what changes the council are likely to approve or not approve and reasons why.

They will advise us how to best achive the outcome we desire by wording our formal representaions.

We will then present our representaions collectively with a letter signed by all residents that agree with the contents of the representations. Any residents that do not agree with the collective representations letter can make their own individual representations by letter or include their representations in the same letter as a sub section, signed by that resident.

Representations submitted, as a result of the meeting with the councillors, will be followed up with letters submitted by the councillors supporting our representations.

Amendments & Final Decision

Representations will be considered by the appropriate council representatives.

If amendments are pheasable and are not in contradiction to other representations, they will be approved. This is subject to opposing representations. If over 33% of residents object to the proposals and make representations in contradiction, plans will not be approved.

Once a final decision has been made all residents will be notified and advised of what happens next....

Ask yourself one question....

The video to the left was captured earlier this month on a Saturday Evening, they attendad a property then tried to leave by heading straight up towards tesco and following the road round from there. Even on a saturday evening, due to illegal parking, the abulance was unable to get safely round the bend at thew end of the road. They had to reverse all the way back down our very narrow road, then carry out a 5 point turn.

If your relative was in the back of that ambulance and required urgent fast hospital treatment, would you be happy about the car parked illegally blocking the ambulances passage through our road?

  • It's a friday lunchtime in Wyndham Crescent.
  • A memeber of your household has a serious accident or heart attack.
  • You dial 999 and ask for an ambulance...
  • Would the ambulance be able to reach your property without being hindered?
  • If this situation happend on a friday lunchtime. THE ANSWER WOULD BE NO!

These proposals have been carefully planned to ensure emergenchy vehicle access is possible to every property, at all times.

Friday 25th July 2025

This footage, captured today, clearly demonstrates the need for revised parking arrangement.

In this footage it can clearly be seen that 2 seperate Mercedes Sprinter type vans were unable to pass through the road unhindered. One of which even had to reverse all the way back down the road to exit the road.

  • Width of Mercedes Sprinter Van = 2.426 meters.
  • This video demonstrates a Mercedes Sprinter Van unable to get trough between parked cars.
  • Minimum width access required for London Fire Brigade Engines = 3.2 meters.
  • Average Width of UK Ambulance 2.5 - 2.71 meters.
  • Would an ambulance or fire engine be able to pass if they were needed at your house?
  • ANSWER = NO!!!!!

Conclusion

Why have i been contacting the council to bring about change?, What are the pro's and con's of change?

Why have these proposals come about?

These proposals have been the result of constant communications and campaigning by Lee Morgan (No 17) for the last 3 years.

  • Wyndham Crescent is a small limited accessability road at the best of times.
  • During religious celebrations and every friday lunchtime, the visitors parking for the Mosque show no consideration to residents.
  • I have had numerous conversations and meeting with Mosque management asking them to take action. I have been met with hostitlity, blatant disrespect and just given lip service.
  • I have taken it upon myself to often patrol the road during these times, advising people if they are parked illegally, wherre they can park legally, and reasons that they should not park blocking emergency service access.
  • I have been verbally abused, threatend to be killed if i take a photo of someone parked illegally, and told that they just dont care.
  • I have been driven at and hit by a car on purpose by a driver whos car i was photographing for blocking the emergency acces gate. I called the police they asked me not to take any further to ensure community replations are maintained.
  • After advising a car of ladies they had parked illgeally, which meant i was unable to get my own vahicle out opf the driveway for over an hour and asked them not to park there again. 1 Hour later when returning home. i was boxed in by 2 vehicles with 2 men in each. They attempted to smash my windscreen, was shouting at me to apologise to the ladies over the phone.
    I dialled 999 and was advised no unit was available for up to 20 minutes.
    I had to Exit the vehicle and confront these 4 men on my own.
  • I left a note on a car that had again parked in such a way that was blocking my driveway. When they owner returned to the vehicle i approached them and asked them not to park illegally again and explained why.
    4 hours later, whilst walking home, i was jumped upon by 2 men, i was punched in the back of the head knocking me unconcius, when i regain conciousness, i was on the floor with my head being kicked and stamped on. Luckily a resident had seen, called the police and shouted at the men the police were on their way. as they ran back to their vehicle and drove away, i noticed it was the same vehicle i had earlier left a note on.
    The police reported it as Actual Bodily Harm. They were never caught or punished.

Why does it need to be changed?

There are several resons why this excessive illegal & inconsiderate parking is an issue to me.

It inconvenieces residents, by blocking the road, blocking driveways, not leaving enough turning space etc.

MOST IMPORTANTLY - It prevents Emergency Vehicle Access. Discussion with local residents who told me abou the time they called an ambulance to their property. the Paramedics were unable to unlock and use the emergency acces gate because it was blocked., They were unable to exit the road by driving forwards due to inconciderate parking on the corner by the emergency access gate. They had to reverse the ambulance all the way back down the street the way they came in. They advised the resident that if it had been a heart attack they had been called to at that property, the inaccessability would have caused a delay that would have been fatal.


2 Year ago - wild fires over hounslow heath. a fire engine arrived to access the scholl ground via the gate on Wyndham Crescent.

The fire engine got sandwiched between 2 cars that were parked legally in maked bays on opposite sides of the road. Even though they were parked legally, the fact there were parlking bays opposite each other on such a small road, meant there wasnt enough space left for them to pass through.

They were stuck for 1.5hours and damadged a residents car, and meant there was a fire engine and 5 fire fighters incapasitated for over an hour while our local widlife was burning away.

These are just a few examples of of the importance of emergency access.

What are the current constraints to enforcing parking restrictions?

  • There is currently no enfoceable restrictions around the emergency access gate.
  • Marked bay lineage is faded, the council have had many PCN's challenged due to poor road markings for bays, when they are challenged in court it costs the council £300 just for it to go to court, if the appeal is upheld, they also have to pay the pther persons full costs, it can total over £1000 cost to the council when a ticket is challenged.
  • Dues to poor road markings they are required to repaint them to ensure PCN's are enfoceable.
  • Due to planning restrictions parkings bays on both sides of the road opposite each other, are not practical.
  • Guidance suggests that when bays are maked on the pavement, there should be 1.2m of pavent remaining for pedestrians.
  • Guidance suggests there should be at least 3.7m kerb to kerb, or parked car to parked car when bays are opposite each other, for clear access for all emergency vehicles.
  • I have been looking into why they intend to put lines accross some driveways, the only reason i can find that might appy is as foillows. This is only my suggestion as to why, this is not confirmed as the reason why.
    Highwys Act 1980 states that a person shouldnt obstruct the highway, including a shred driveway. As obstruction of the highway is the main restriction we are trying to enforce i am assuming that they would need to enorce this according to law which is why they would have a requirement to put lines accross shared driveways.

    This is something we should question with the councillors when we meet and ask if that restriction can be removed. However, as most shared driveways are for access to the alley between house, most of these alleys could accomodate up to 2/3 cars parked down them, i dont think it would be a hardship to make use of the alley for parking.

How will the new propsals help?

Clear access for emergency vehicles at all times.

No blocked driveways from illegal or inconsiderate parking.

Enforcable Restrictions - fines can be issued and upheld.

Get rid of the lorry parked at the end of the road by a non-resident, commonly used to hide behind by people drinking and using drugs.

These are just a few examples of of the importance of emergency access.

Summary

It all comes down to one question....

If you were to block the new proposals, and then a year later one of your neighbours died due an emergency vehicle not being able to access the road.
